The first step is to obtain and install a windows font for the language you are looking for. It's good to note that some fonts (like Times New Roman) already contain quite a few foreign characters, such as Latin, Greek, Cyrillic, Hebrew, and Arabic.

If you find a dedicated font, an knowledgeable person may be able to select the font and type directly, but if you are using the extended characters of a "normal" font, you will need to use the Character List to select each character individually.

This is accessed by bringing up the "Rapido" text control box (small circle in the upper left with red/green/blue/yellow quadrants), selecting the green quadrant, and clicking the small button labeled "Character List"
You can then browse through and select any of the available characters for the font you desire.
